RE:                 Four-Year Local WIOA Plan for Berkshire County

The MassHire Berkshire Workforce Board, in partnership with the Workforce Innovation and Opportunity Act (WIOA) Area’s Chief Elected Official, Mayor Linda Tyer of Pittsfield submitted a 4-year WIOA plan on February 4, 2019.  This 43-page document provided a regional assessment of economic and workforce needs; collaborative efforts; partnerships with education and training; critical emerging industries; alignment with the Berkshire Skills Cabinet; and negotiated goals for adult and youth performance. The plan was approved by the MassHire Department of Career Services on May 6, 2019, and requires an annual update as outlined in MA Workforce Issuance 100DCS 04.107. In accordance with WIOA §679.580 (b) modifications to the local plan should reflect changes in labor market and economic conditions, and other factors affecting the implementation of the local plan (including changes in economic conditions, financing available to support WIOA services, changes to the local workforce board structure, and the need to revise strategies to meet local performance goals).

The Berkshire Workforce Board has reviewed the 4-year plan on 9/12/19 and has determined that there are no significant changes at this time. There are two additional documents included in the plan, which include:

  • Attachment A – Rapid Response
  • Attachment B – Migrant Seasonal Farmworkers
  • Attachment C – Required Signatory page
  • Attachment D – Affirmation of no significant modification form

Our plan sets the foundation for WIOA principles by fostering strategic alignment, improving service integration and ensuring that the public workforce system is industry-relevant, responding to the economic needs of the local area and matching employers with skilled workers.

The Berkshire Workforce Board is required to provide a 30-day public comment period to solicit input from the community regarding the WIOA 4-year modification plan. 4-year plan 2020 public comment 9-19.  Beginning September 12,  2019, interested parties can obtain the plan by:
